Economic Enterprise & Tourism Development Strategic Policy Committee SPC

Purpose of the Committee

Economic Enterprise & Tourism Development Strategic Policy Committee is a committee of Fingal County Council

  • It is tasked to advise and to assist the Council to develop policy
  • Final policy decisions will rest ultimately with the full Council
  • System is intended to give Councillors and relevant sectoral interests an opportunity for full involvement in the policy-making process from the early stages

  • Tourism Strategy
  • Economic Strand of Local Economic Community Plan
  • Heritage Properties – from a business and self-sustaining perspective
  • Industrial Lands (purchase, disposal, promotion)
  • ITLG Irish Technology Leadership Group
  • Special Initiatives for Fingal Towns (Balbriggan, D15, Swords) – economic development partnership with Chamber of Commerce and Retail Excellence
  • Pilot Initiativesg. Purple Flag, Business Promotion Grant scheme, Swords Retailers Engagement
  • Chengdu – sister city agreement (China) to explore business development opportunities
  • LEO Enterprise Plan (Local Enterprise Office)
  • Family Enterprise and Partnership with DCU – study into how/ why high profile family owned business are successful

The SPC has a standing responsibility to progress the following key policy areas

Other areas to allow members to contribute to policy formulation at an early stage


  • LEO activities and enterprise centres in Fingal – brief on progress in Local Enterprise Office (LEO) policy areas and enable a discussion on the direction of enterprise support policy
  • Benchmarking Fingal’s Competitiveness– marketing of DEZ, Stephenstown, and other sites across the County and assist in identifying policy areas
  • Mapping economic clusters in Fingal (the agri-food sector) – Enterprise policy will increasingly be made around clusters of firms in particular sectors, segments or activities. Starting with the agri-food cluster, we will present an outline of the scale and nature of clusters within Fingal and the wider challenges and opportunities at present
  • Fingal’s FDI promotion strategy – EETD Department is engaged in developing and rolling out a strategy for marketing and promotion of the key investment assets within the County. This item will update members on progress and provide an opportunity for feedback on the emerging strategy
  • The economic impact of FCC Budget 2017 – Alongside funding the provision of essential services within the County, the Council’s Annual Budget is also a major economic stimulus in its own right. This work will quantify the impact of Council activities and help inform the debate on future resource allocation
  • Monitoring the supply and demand of skills in Fingal – This item will draw on data and perspectives on the current profile of the labour market within the county. As we strive to reach full employment, it will be critical to ensure that there is an appropriate supply of skills for emerging roles. This will involve bring together data from 3rd level providers, private training and recruitment firms and wider state bodies
